We are excited to announce the promotion of Shelby Castells from our San Diego County office in La Mesa to Cultural Resources Group Manager!
In this expanded role, Shelby joins the Southern California Planning Division leadership overseeing a diverse team of cultural resource specialists, including archaeologists and architectural historians, who work on a wide variety of surveys, studies, and environmental compliance monitoring.
Shelby has provided cultural resources management services in San Diego County and Southern California for nearly 20 years. She has served as a principal investigator for cultural resources studies for private development, public utilities, energy infrastructure, and federal projects. She has extensive experience supporting regulatory compliance pursuant to the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and the Native American Graves Protection and Repatriation Act (NAGPRA). Shelby has expertise in Phase I, II, and III cultural resources studies; the evaluation of resources and assessments of effects; creation of mitigation measures and management plans; construction compliance management; quality assurance/quality control (QA/QC); State Historic Preservation Officer (SHPO) consultation; and Tribal and government consultations, including in the treatment of human remains. Shelby is a Registered Professional Archaeologist (RPA) and meets the U.S. Secretary of the Interior’s Professional Qualifications for prehistoric and historic archaeology.
