HELIX staff prepared the successful Proposition 50/CALFED grant proposal for $1 million for the City of Sacramento, Department of Utilities, to support watershed planning and projects on Arcade Creek. HELIX staff recommended which project elements should be included in the grant proposal to best meet the granting agency goals and enhance the likelihood of success. The effort included responding to multiple grant proposal sections, refining concept plans, and developing the budgets and schedules for proposal tasks. The scope of the grant was extensive and complex, with discrete tasks for watershed group facilitation and public outreach, phase two of the watershed plan, invasive species eradication, and design of a detention/filtration wetland. This grant was awarded to the City by the California Bay Delta Authority (formerly CALFED).
