Dumbarton Transit Oriented Development FMC Parcel C

HELIX prepared an IS/MND addressing construction of a mixed-use development on 17.4 acres as part of the Dumbarton Transportation Oriented Development (TOD) Specific Plan of the City of Newark, located adjacent to the Don Edwards San Francisco Bay Wildlife Refuge in Alameda County. HELIX was responsible for cultural resources compliance for the project, which included archival research on early industrial development of Newark and the East Bay Area, Native American coordination, field surveys, and the NRHP evaluation of a section of the Southern Pacific Railroad’s historic Dumbarton Cutoff. Other tasks included a noise impact analysis, modeling and analysis of project-related emissions, and completion of air quality and greenhouse gas, cultural resources, and biological technical reports.
