Located within the Natomas Basin of Sacramento, the Greenbriar Development Project encompasses a 577-acre agricultural site slated for transit-oriented residential and commercial development. The project site would be bisected by the proposed Downtown-Natomas-Airport (DNA) light-rail line. HELIX Environmental Planning (HELIX) is an integral team member for this project that is undergoing CEQA/NEPA compliance and multiple layers of regulatory compliance. HELIX has conducted biological surveys, successfully verified wetland delineations on-site and for mitigation sites, prepared documentation in support of regulatory permit applications (404/401/1600/2081), and negotiated with public resource agencies on the client’s behalf. HELIX facilitated a mutually agreed upon mitigation strategy between the regulatory agencies and project applicant and developed conceptual mitigation plans. The project has involved continuous collaboration with the City of Sacramento (CEQA lead), U.S. Army Corps of Engineers (federal lead), the U.S. Fish and Wildlife Service, and the California Department of Fish and Wildlife.
