HELIX is working closely with Balfour Beatty’s design-build team to ensure the success of the new Las Colinas Detention and Reentry Facility in Santee. Balfour Beatty completed the first phase of the $221.5 million detention center that includes 1,216 beds and 25 buildings for the intake and housing of women inmates. HELIX archaeologists conducted a cultural resources survey, testing, and construction monitoring. Additionally, our biologists managed the wetland permitting effort, prepared a Jurisdictional Waters Mitigation Plan, conducted biological construction monitoring, and will be overseeing the jurisdictional mitigation that is occurring on site.
